That with respect to Confidential Verbal Report EC2024-0809, the following be adopted: That Council: 2. c) Increase in the incremental municipal funding consisting of the following sources: Administration prioritizes 75% of any tax-supported operational savings, prior to unbudgeted transfers to reserves, in 2025 2031 for the Green Line Phase 1 Program, to be determined by the Chief Financial Officer and as required to address funding shortfalls, minimize financing costs and optimize cash flow for a total overall funding for Green Line Phase 1 of $134 million in municipal funding for Green Line.
Council approved phasing construction of the Green Line Stage 1 “Building the Core” (Eau Claire to Lynnwood/Millican) and increased the project budget, changing the project’s approved cost and funding plan.
This decision updates the project’s total cost and funding approach, allocates specific dollars to city services, sets municipal funding commitments over multiple years, requires formal federal and provincial funding confirmations, and authorizes procurement waivers — all of which determine how the project will be paid for and advanced.
