That with respect to Notice of Motion EC2025-0430, the following be adopted: That Council postpone Notice of Motion EC2025-0430 to the 2025 November 10 Regular Meeting of Council for consideration as part of the 2025 November Adjustments to the 2023-2026 Service Plans and Budgets; and That Council direct Administration to report through the Service Planning and Budgeting process to include the broader context of all unfunded capital priorities and recommendations on alignment with existing programs, strategic objectives and financial capacity.
The City is directing $46 million from the 2024 ENMAX dividend to three places: $20M for urgent maintenance and upgrades to community spaces (wading pools, splash pads, recreation centres), $2.85M to the Federation of Calgary Communities to plan and expand community-led placemaking projects (seating, shade, murals, gardens, etc.), and $23.15M into the ENMAX Legacy Parks Fund. Administration must report back on these investments through standard business plan and budget cycles.
This motion channels a one-time corporate dividend into immediate repairs and upgrades for community facilities, resources for community-led placemaking planning, and dedicated long-term park funding, with a required report-back to ensure these investments are tracked through normal budgeting processes.
