That with respect to Verbal Report C2024-1041, the following be adopted: Direct Administration to bring recommendations to the 2024 September 17 Regular Meeting of Council that address: c. Transfer of delivery and risks for the Green Line Stage 1 Program from The City of Calgary to the Government of Alberta due to the unknown costs and consequences related to the significant change to the scope and alignment.
City Council asked administration to report back by Sept 17, 2024 with recommendations on transferring delivery and project risks for Green Line Stage 1 to the Government of Alberta, citing recent major scope and alignment changes and unknown costs and consequences. Council also asked the Mayor to contact the Alberta Premier and for administration to prepare an orderly wind-down plan and detailed estimates of wind-down costs and how costs and risks would be transferred.
These directions could shift responsibility, liabilities, costs and timelines for the Green Line Stage 1 light-rail project from the City to the Province if implemented, and they require a near-term analysis and costing of potential wind-down or transfer options.
