That with respect to Verbal Report C2024-1048, the following amendment be adopted: That a new Recommendation 4 be inserted as follows: Direct Administration to prepare and release Confidential Revised Attachment 7 to Report EC2024-0809, Green Line Governance, Corporate Risk and Financials (Verbal), from the 2024 July 30 Regular Meeting of Council.
Motion C2024-1048 asks Council to accept a report and transfer management of the Green Line program to City Administration by December 31, 2024; keep related closed‑meeting materials and specified attachments confidential under FOIP; direct Administration to prepare and release a revised confidential attachment; and authorizes a closed meeting where two Green Line Board members may attend.
Shifting responsibility to City Administration centralizes program management and timelines. Maintaining confidentiality for closed‑meeting materials preserves privileged discussions about costs, risks and governance while the Administration prepares a revised confidential attachment for the corporate record. Authorizing board members to attend the closed meeting allows Council and Administration to receive direct, confidential input on sensitive operational, legal and financial issues.
