That with respect to Verbal Report C2024-1041, the following be adopted: Given the significant project scope and alignment change proposed by the Government of Alberta relating to the Green Line Stage 1 Program, Council: Request that the Mayor call the Premier and write a letter to the Government of Alberta on behalf of Council outlining the points below, as soon as possible; Direct Administration to bring recommendations to the 2024 September 17 Regular Meeting of Council that address: Next steps for the Green Line Stage 1 Program, including a plan and actions for an orderly wind down; The total current and anticipated future costs related to winding down of the project and how these costs, and other associated risks for non-completion, would be transferred from The City of Calgary to the Government of Alberta; and
City Council asked administration to report back by Sept 17, 2024 with recommendations on transferring delivery and project risks for Green Line Stage 1 to the Government of Alberta, citing recent major scope and alignment changes and unknown costs and consequences. Council also asked the Mayor to contact the Alberta Premier and for administration to prepare an orderly wind-down plan and detailed estimates of wind-down costs and how costs and risks would be transferred.
These directions could shift responsibility, liabilities, costs and timelines for the Green Line Stage 1 light-rail project from the City to the Province if implemented, and they require a near-term analysis and costing of potential wind-down or transfer options.
