That with respect to Report EM2025-0632, the following be adopted: That Council: Give three readings to Proposed Bylaw 36M2025 in Attachment 1 to amend the Emergency Management Bylaw 25M2002 to be effective immediately; and Approve the Municipal Emergency Plan in Attachment 2.
Council voted to change the city’s emergency rules and officially adopt an updated emergency plan. That means the city has new written rules about who does what and how to act during disasters, and those changes take effect right away so the city can follow the new plan when emergencies happen. The motion both amends the Emergency Management Bylaw and adopts the Municipal Emergency Plan, updating the city’s legal framework, roles, and procedures for responding to emergencies and allowing immediate implementation of those updated response rules and actions to manage disasters and protect public safety.
