Council voted to repeal the Green Line Board bylaw and advance winding down the Green Line program. Staff were directed to treat related real estate deals as Major Real Estate Undertakings to preserve value for Calgarians. Council also received confidential reports and ordered those materials and related meeting discussions to remain confidential until December 31, 2039. Separately, Council moved into a closed meeting to hear a verbal Green Line update, a CAO update, and an independent Bearspaw review, authorizing two external consultants to attend for the Bearspaw item.
The motion changes governance and oversight of the Green Line program, reclassifies related real estate work to protect municipal value, and restricts public access to program materials and discussions until 2039. The closed meeting step centralized sensitive updates and authorized external participation for the Bearspaw review.
