That pursuant to Sections 23 (Local public body confidences), 24 (Advice from officials), 25 (Disclosure harmful to economic and other interests of a public body), and 27 (Privileged information) of the Freedom of Information and Protection of Privacy Act, Council reconvene in Closed Meeting, at 1:20 p.m. in the Council Boardroom, to discuss confidential matters with respect to the following Items: ; 9.3.1, Green Line LRT Phase 1 Project Wind Down Plan (Verbal), C2024-1048 9.3.2, Administrations Recommendations for the Green Line Wind-Down, Costs and Consequences (Verbal), C2024-1045 And further, that Patricia McLeod and Ian Bourne, Green Line Board Members, be authorized to attend the Closed Meeting with respect to Items 9.3.1 and 9.3.2.
Motion C2024-1048 asks Council to accept a report and transfer management of the Green Line program to City Administration by December 31, 2024; keep related closed‑meeting materials and specified attachments confidential under FOIP; direct Administration to prepare and release a revised confidential attachment; and authorizes a closed meeting where two Green Line Board members may attend.
Shifting responsibility to City Administration centralizes program management and timelines. Maintaining confidentiality for closed‑meeting materials preserves privileged discussions about costs, risks and governance while the Administration prepares a revised confidential attachment for the corporate record. Authorizing board members to attend the closed meeting allows Council and Administration to receive direct, confidential input on sensitive operational, legal and financial issues.
