That with respect to Report C2025-0277, the following be adopted: That Council: Authorize the Police Services service line to access additional funding up to $28 million in 2025 from the Fiscal Stability Reserve to offset the revenue shortfall from changes in traffic fine revenue; and Direct Administration to work with the Calgary Police Commission and return to the 2025 November Adjustments to the 2023 2026 Service Plans and Budgets with a plan and funding approach to separate fine revenue from budgeted police expenditure.
Council authorized the Calgary Police Service to draw up to $28 million from the Fiscal Stability Reserve in 2025 to cover reduced traffic fine revenue, and directed Administration to work with the Calgary Police Commission and return at the November adjustments with a plan and funding approach to separate traffic fine revenue from police operating budgets (C2025-0277).
The motion allows immediate funding to offset a projected 2025 traffic fine revenue shortfall and avoid a budget gap for the police, and starts a formal process to remove traffic fine revenue from police operating budgets. Council also requested direct presentations from police leadership on the impacts of photo radar restrictions to inform future decisions (C2025-0277).
