That with respect to Notice of Motion EC2025-0509, the following be adopted, ;as amended: NOW THEREFORE BE IT RESOLVED That Council direct Administration to: Begin work to formalize a rolling 10-year capital plan with the goal of improving the long-term planning and visibility of capital needs and required funding, across the organization. Prepare to bring a preliminary 10-year capital plan in advance of the 2026 Mid-Cycle Budget Adjustments reflecting the highest capital needs to be considered by the next Council. Prepare for full implementation of a rolling 10-year capital plan by Q2 2026 and share the 10 -year plan with Council on an annual basis prior to budget adjustments each year. Identify the 10 year capital needs of civic partners and report back in Q3 2026 as part of the 2027-2030 Budget.
Council directed the Administration to create and keep updated a rolling 10-year capital plan that shows city-wide capital projects and funding needs. A preliminary plan must be provided before the 2026 Mid‑Cycle Budget Adjustments, the plan must be fully implemented by Q2 2026 with annual updates before each budget adjustment, and civic partners’ 10‑year capital needs must be reported in Q3 2026 as part of the 2027–2030 Budget (EC2025-0509).
The motion is intended to improve long-term visibility of city-wide capital needs and funding by establishing a multi-year, regularly updated capital planning process and by collecting civic partners’ 10‑year capital requirements (EC2025-0509).
